Dubai Health Authority (DHA) provides a quality healthcare system in Dubai by setting and ensuring policies and strategies for healthcare in public and private hospitals and clinics in Dubai.
DHA works to ensure that public health is protected and quality of life is improved, provides health strategy for Dubai to meet future needs, ensures partnerships between public and private health service providers, provides licensing and regulation across the Dubai Health Sector and strives to increase the transparency and accountability of the healthcare system in the emirate.
Its mission is to always adhere to values of quality, protection of patient rights, clinical competence and patients' safety amongst others, while ensuring a future where patients, their families, friends and visitors to Dubai have access to the best medical care whenever they need it.
According to the Dubai Health Strategy that was released in October 2011, Dubai Health Authority intends to overhaul the medical sector in Dubai to ensure that everyone has quick, affordable and efficient access to healthcare services. This plan will take effect over the next two years and ensure that both Emiratis and expatriates will be able to afford health care.
The DHA (Dubai Health Authority) has authority over licensing in the mainland in the Emirate of Dubai. That’s basically all of Dubai’s territory except the Dubai Healthcare City free zone. The Dubai Health Authority is a health regulator and a provider, since it also owns and operates the four government hospitals of Dubai.
The Dubai Healthcare City (DHCC) free zone is a vast area of land in the heart of Dubai which was established in 2002 and designated to become a hub for healthcare, medical education and wellness. As a free zone it enjoys a special regulation concerning ownership (company formation and full ownership by foreign persons or institutions is allowed without requiring an Emirati sponsor) , licensing and quality control. The DHCC’s regulatory branch DHCR issues licenses to professionals and hospitals which are only valid to practice within the DHCC’s territory.
